Cowlagi committee was set up by Government of Gujarat for study of backwardness of Taluka in October 2004; Based on 25 indicators committee has recommended 56 Taluka as the most backward Taluka in Gujarat. In Narmada District, Dediapada and Sagbara are considered as developing taluka. As per the recommendation of committee Government of Gujarat is allocating the grant of Rs. 2 crore each year to improve the overall Human Development Index of these Taluka.

This scheme is aim at ensuring agriculture diversification through high yield verity of agriculture inputs, lift irrigation, improve the quality of education and nutrition.
